What exactly is a swirl?

Back when Wizards of the Coast printed for Pokemon 1998 to Mid 2003. Some of the holos from a lot of the handful of sets they made, had a rare feature in the holographic design sheet which shows a swirl that can be seen at a certain angle and light. And it keeps spinning as you turn the angle. Its not a common thing so it does carry a premium having one on your pre 2003 pokemon holo card. Being that every pack had only 1 holo and sometimes not even 1. And only a small percentage of those total holos had swirls. And even more rarely the "S" Swirl is seen
